Roc Oil Demonstrates “Roc Speed“ in Sichuan Basin Project: A Record of Rapid Construction at Well Pad 108
On October 15, 2024, the 42nd Joint Management Committee meeting of the Sichuan Basin Cooperation Project set a highly challenging goal for the Roc Oil team—"to maintain rapid production growth in 2025!"
The oil industry typically requires about a year to progress from planning to production, involving stages such as project approval, environmental assessment, land acquisition, infrastructure development, oil and gas facility construction, drilling, and completion. Faced with a significant production increase target, restarting all preparatory work within the remaining two months of 2024 posed an immense challenge for the entire team.
Immediately after the meeting, the project team sprang into action, organizing a series of meetings for meticulous planning. Through thorough discussions and detailed analysis, the team evaluated every aspect, including production capacity design, the DPP production enhancement plan, existing well optimization, drilling design, procurement arrangements, and surface facility construction. In just one week, a comprehensive 2025 work plan and production schedule were finalized.
Well Pad 108, located in Xichong County, Nanchong City, was identified as the first site to deliver new wells in 2025. As a newly developed area, the tight schedule presented major challenges in local stakeholder coordination. The onsite supervisors and public relations team worked closely with Xichong County authorities, Guanya Township officials, Wenchangling Village representatives, and nearby residents to streamline processes. Thanks to their efforts, the power line relocation—normally a one-month task—was completed in just 10 days, clearing the way for smooth construction.
Thanks to the streamlined procurement process and training in 2024, the operations and procurement teams swiftly confirmed procurement strategies before vendor selection, significantly shortening the contractor evaluation period. Additionally, learning from past delays caused by contract deviations, the procurement and technical departments collaborated to incorporate deviation clauses as a key evaluation criterion. Potential deviations were preemptively addressed through consultations with local legal experts, ensuring faster contract finalization post-selection. These measures cut the standard procurement timeline by 50%.
With preliminary preparations completed, the civil construction contractor mobilized to Well Pad 108 on November 16. Despite challenges such as extensive earthwork and high-voltage line relocations, the civil engineering team overcame obstacles and finished all groundwork in just 1.5 months, laying a solid foundation for subsequent drilling and production.
The drilling rig shortage posed another critical hurdle.In 2024, the Sichuan-Chongqing region saw an unusual reversal in rig market dynamics, with most rigs secured by major state-owned oilfields. Potential suppliers repeatedly withdrew at crucial moments, complicating procurement. In response, Roc Oil’s management and cross-functional teams leveraged all available resources and networks to expand the search. After a month of relentless effort, the team secured a high-quality, cost-effective rig amid fierce competition, ensuring drilling proceeded on schedule.
By December 30, all pre-drilling tasks were completed ahead of plan, and the drilling team was set to mobilize a week early. From launch on October 15 to handover, the entire process is expected to take just nine months—far shorter than the conventional timeline. Roc Oil’s Chengdu Sichuan Basin team has vividly embodied the corporate ethos of "Gaining 0.01 Seconds," showcasing exceptional execution and collaborative efficiency.
