Self-Installed Production Platform for Roc Oil's Weizhou 10-3 West Oilfield Successfully Towed Out and Underway

On March 25, the delivery and tow-out ceremony for the newly built self-installed production processing platform "HYSY 166" for the Weizhou 10-3 West Oilfield development project was held in Nantong. Teng Lei, Chairman and President of Hainan Mining and Chairman of Roc Oil, along with leaders from partner organizations including Nantong Municipal Government, Wuhu Shipyard, and CNOOC Energy Technology & Services, attended the ceremony. With the platform successfully setting sail, the project has now fully transitioned from onshore construction to the offshore implementation phase, marking the countdown to oilfield commissioning.

Since construction officially commenced on December 9, 2024, at the Nantong base of Wuhu Shipyard, the operator Roc Oil, together with more than ten professional teams including CNOOC Energy Technology & Services, Wuhu Shipyard, and Lanpec Technologies, has worked in close coordination to overcome multiple challenges such as tight schedules, extensive cross-operations, high technical complexity, and summer heat. Over the course of 15 months, with a total of 3.2 million man-hours invested, they have successfully completed a series of demanding tasks including onshore construction, launching and commissioning, and cross-pipeline operations, ushering in this significant moment as the platform sets sail.

The "HYSY 166" platform is the largest, heaviest, and most intelligent self-installed production processing platform among mobile offshore oil production facilities of its kind in China to date. With a total weight exceeding 11,500 tonnes and dimensions of 85 meters in length and 46 meters in width, the platform integrates 3,953 sets of equipment and combines core functions including full-process oil and gas processing, intelligent monitoring, and living support. It serves as the key facility for the Weizhou 10-3 West Oilfield development. The construction of this platform has set new domestic records in both weight and technical complexity for mobile production processing platforms. From design and R&D to construction completion, the project team overcame multiple technical challenges, including large-scale modular precision control and collaborative commissioning of complex systems, demonstrating the formidable independent innovation capability of China's offshore engineering equipment sector.

The Weizhou 10-3 West Oilfield development project is set to be one of the first batch of oilfields to come on stream in the South China Sea during the initial phase of China's 15th Five-Year Plan, and will play a key role in helping CNOOC's South China Sea West region achieve its 2026 production target. All partners have attached great importance to the project and worked jointly to make the platform a "benchmark project." The successful delivery and tow-out of the "HYSY 166" platform not only represents the fruit of technological innovation, but also exemplifies government-enterprise collaboration and multi-party synergy, delivering new momentum to the high-quality development of Nantong's marine economy and contributing to the national strategy of building a maritime power.

The tow-out and departure of the platform marks a critical milestone for Roc Oil's Weizhou 10-3 West Oilfield development project on its path to commissioning. The project cooperation team has stated that it will continue to strictly adhere to operational procedures in the subsequent phases, ensuring accurate identification, in-depth assessment, and thorough contingency planning for major risk operations, so as to guarantee the effective implementation of offshore safety management. Meanwhile, drilling and completion operations in the Weizhou 10-3 West Oilfield area are proceeding in parallel, with all parties jointly committed to delivering the project into safe and successful commissioning as scheduled.
